European Commission Adopts Delegated Act Updating EU Deforestation Regulation Product Scope

On July 13, 2026, the European Commission adopted a Delegated Act amending Annex I of the EU Deforestation Regulation (EUDR) and an Implementing Act updating the EUDR Information System, as part of the Commission's EUDR Simplification Package published in May 2026. The measures remove products including cattle hides, retreaded tyres, and soybean seeds for sowing from the Regulation's scope, while adding soluble coffee, certain palm oil-derived oleochemicals, and frozen cattle tongues, ahead of the Regulation's phased application from December 2026.
